Average and individual net content decision + individual fill quantity control chart (OIML R87 / national metrological rules)

Decision logic
· National rules (JJF 1070 style): every unit ≥ Qn−T1 AND average ≥ Qn−T2 → acceptable.
· OIML R87: requirement 1 — average q̄ ≥ Qn − t·s/√n (t-test); requirement 2 — units below Qn−TNE (=T1) ≤ c. Both requirements must be met.
· Take T1/TNE and T2 from the net content specification tables; take t from the R87 process/sampling coefficient.
· Includes an individual fill quantity control chart: center line Qn, lower spec line Qn−T1/TNE.

Verify net content per JJF 1070: average actual net content and per-item allowable shortage rules for pre-packaged goods, with automatic pass/fail judgment.
