The OC curve shows the acceptance probability Pa(p) of a sampling plan (sample n, acceptance number c) at different process defect rates p. The steeper the curve, the better the plan distinguishes good from bad lots; the flatter it is, the larger the producer / consumer risk. Finite lots use the hypergeometric distribution; when the lot can be treated as infinite, the binomial approximation is used.
