Decision logic (USP <905>)

· Test 10 units first: AV=|M-Xbar|+2.2s; pass if ≤15.

· If 15<AV≤25, extend to 30 units using k=2.4 and limit 25.

· Target 100%; when Xbar∈[98.5,101.5] then M=100, otherwise M=98.5 or 101.5 (whichever is nearer).
